Mohegan, Connecticut Governor Lamont Reaches Sports activities Betting Settlement

There’s finally a tribal treaty that Connecticut can use to legalize sports betting and iGaming.

At least partially.

Governor Ned Lamont and the Mohegan Indians announced an agreement that had long been in preparation – but only them. That was especially lacking Mashantucket Pequot from the announcement.

This is because there is still a financial point to negotiate between Lamont’s office and the Mashantucket Pequot. Chairman Rodney Butler said at a Joint Public Security Committee Meet early Tuesday.

The Connecticut lottery and OTB operators Sports can also participate in CT sports betting through the agreement.

Connecticut Sports Betting Agreement details

Very little details of the negotiations were released at Tuesday’s committee meeting, other than an official announcement that could be made as early as the afternoon.

The announcement eventually brought out some of the finer details of the agreement:

  • Income from sports betting is also taxed 13.75%. iGaming is also taxed 20%.
  • The lottery can work 15th Retail sports betting locations as well as an online skin. There will also be new lottery-powered sports betting Bridgeport and Hartford.
  • The Lottery may sub-license some of these operations to Sportech, but Sportech does not receive any operations or its own online skin.

Butler hadn’t expected a two-page announcement

Lamonts Chief of Staff Paul Mounds said an announcement could be made on Tuesday even if only one tribal operator agreed.

Mashantucket Pequot Chairman Rodney Butler however, was skeptical:

“This is a three-party business and it takes all three parties to move forward. So the suggestion that there will be an announcement with one tribe or another is at the heart of this deal and what it is not and what may not be possible.

“So we’ll keep working together and I know we’ll get through this last point. Not only will it be successful for the two tribes, but it will also be incredibly cheap for the state of Connecticut. I’m sure you’ll see that when you look at these terms as “forward,” hopefully as Paul said in agreement with all of us this afternoon. “

No details on the final negotiation point

Butler didn’t say what the final sticking point for the negotiation was, though he said it was a much bigger deal for his tribe than it was for the state.

“This point is insignificant in the context of this deal,” said Butler. “Even more so for the state, it is insignificant. It’s a revenue question that is less than a rounding error for the state, but for my country it means sustainability. “

Butler later mentioned that the amount is approximate $ 1 million. That is compared to the state budget of $ 23 billion compared to the budget of the Mashantucket Pequot, which is in the Ten million, he added.

Butler: The negotiations bring in more revenue than Lamont expected

Lamont is betting that sports betting and iGaming will be legalized this year. He included $ 47 million in revenue from the two into his budget Fiscal year 2022.

Butler praised the “extraordinary job” that Lamont’s team negotiated. He seems to believe that there is room for further movement.

“The deal on the table today is well above those numbers,” said Butler. “Significant. So you’ll be happy, Connecticut citizens will be happy, we will all be happy in the end.”

Is Sports Betting a Casino Game?

A longstanding issue that could be the focus of an eventual lawsuit has been bypassed by the governor’s team.

Deputy Alphonse Paolillo urged the governor’s representatives to decide whether or not the government considers sports betting to be a casino game.

“I can’t answer that, but on what is relevant, in terms of what we want to achieve here, we are trying to reach an agreement,” he said David Lehman, Commissioner of the Connecticut Department of Economic and Community Development. “Obviously, over time, opinions have varied on the question you are asking.”

The question is important because others are excluded from sports betting. This could include the Connecticut Lottery and pari-mutuel bookmaker Sportech.

The Mohegan and Mashantucket Pequot have casino game exclusivity in the state, so the two point to arguments that classify sports betting as such a game. So far, the Connecticut Lottery and Sportech have not been part of the negotiations, various parties confirmed on Tuesday.
